INCREMENTAL CAPACITY PROJECT
 
HUSKAT Alternative Allocation Procedure - Bid submission window III.
 
 
Dear Business Partners,
   
Magyar Gáz Tranzti ZRt. (MGT),  eustream a.s. (Eustream)  and Gas Connect Austria GmbH (GCA) hereby would like to inform participants that due to the exectution of the step back right  the call for Bid submission III. is now open, according to the Rulebook of the HU-SK-AT Alternative Allocation Procedure. Those Bidders who submitted Bids in Bid submission window I/II and capacity were not allocated/partly allocated to them (Non allocated Bidders) may submit new Bids for the remaining available capacity to the TSOs.
The Bid submission window III is open from 5th April to17th April 2019. The results of the Bid submission wondow III. will be published on 18th April 2019.
 
HUSK Incremental Capacity Procedure 
 
In alignment with the HU-SK-AT Procedure, as well considering the altered market conditions of the new gas supply sources of Central Europe, in order to proceed with the market demand submitted, Magyar Gáz Tranzit ZRt. and eustream a.s.  have decided to publish a HU–SK Incremental Capacity Procedure  on their websites for public consultation. The publication, registration and contracting requirements are available: 'Incremental Capacity Project/HUSK'.
 
The technical documentation of the HU-SK Incremental Capacity Procedure is identical with the HU-SK-AT Alternative Allocation Procedure’s on MGT side, being submitted to the NRAs. Since additional investment cost is not being realised in the procedure on the Slovak side, the HU-SK Incremental Capacity Procedure is offering a significant investment cost-saving on the Slovak side, compared to the HU-SK-AT Alternative Allocation Mechanism.
 
Magyar Gáz Tranzit ZRt. and eustream a.s. are looking forward to receive the valued observations regarding the public consultation, which closes on 26th April 2019.

POSITIVE RESULT of Bid submission window II. of the HUSKAT Alternative Allocation Procedure
 
Dear Business Partners,
  
Magyar Gáz Tranzit ZRt., eustream a.s. and Gas Connect Austria GmbH hereby publish the result of Bid Submission window II. of the HUSKAT Alternative Allocation Procedure. Bids have arrived for all of 15 gas years starting from gas year 2022/2023 offered at the Balassagyarmat–Velké Zlievce Interconnection Point, in HU>SK direction. The total amount of bids have exceeded the capacity of 4,29 bcm/year for the period from October 2022 to October 2029, therefore 100% of the offered incremental capacity (80% of the incremental/extended 600.000 cm/h technical capacity) has been booked. Furthermore, for the period following gas years 2022-2029, bids for smaller quantites were allocated. The Economic Test defined in the Rulebook  had a positive result for both MGT and the Slovak eustream a.s., thus capacities were allocated as bundled.  
Our Company believes that – in case of a successful HUSKAT Alternative Allocation Process – the domestic natural gas supply will be significantly improved by the domestic transit in the scope of security of supply and the diversification of natural gas sources, which contributes to the improvement of the domestic competitiveness.

Result of 1st Economic Test - HUSKAT Alternative Allocation Procedure
 
Dear Business Partners,
   
Magyar Gáz Tranzti ZRt. (MGT),  eustream a.s. (Eustream)  and Gas Connect Austria GmbH (GCA) would like to thank participants for the active participation and submitted Bids in the first bidding round of the HU-SK-AT Alternative Allocation Procedure. 
At Balassagyarmat – Velké Zlievce Interconnection Point (BGY/VZ IP) the majority of submitted binding capacity demand was for the length of 7 years period, with around 50% level of the offered capacity level (Level II). The capacity demand in the Slovak part of the HU-SK-AT project did not reach the level for the positive result of the economic test which is required for bundled capacity allocation at the BGY/VZ IP and Baumgarten IP.
In order to reach both the positive economic test on the Slovak side and the positive economic test for the offer level II. on the Hungarian side, if market demand requires offer level II., herewith MGT, Eustream and GCA invite the Bidders to the second Bid submission window which will be conducted from 06 October till 19 October 2018.

Finalized Rulebook of HUSKAT Alternative Allocation Procedure

hereby we would like to inform you that Transmission System Operators -  Magyar Gáz Tranzit ZRt (MGT), eustream a.s., and Gas Connect Austria – have published today on their website the HU-SK-AT ALTERNATIVE ALLOCATION PROCEDURE’s final Rulebook, the registration and the binding capacity allocation and contracting conditions of the  incremental transmission capacity at the interconnection points Veľké Zlievce / Balassagyarmat (HU/SK border) and Baumgarten (SK/AT border) on the 27th July 2018 approved by National Regulatory Authorities.

Yearly capacity auction - 2.7.2018
  
Dear Business Partners,
  
Hereby we would like to inform you about the result of the public consultation held by the Slovakian authority (URSO) and the Hungarian Energy and Public Utility Regulatory Authority launched on 2 May, 2018. On the annual yearly auctions (2 July, 2018) the long term entry capacity offers on Balassagyarmat interconnection point (SK > HU) have been restricted in order to improve the domestic security of natural gas supply and prevent the market foreclosure.
 
Therefore our Company
 - will offer the 90% of the technical capacity for gas year 2018/2019 and 2019/2020 according to CAM NC
 - will offer the 50% of the technical capacity for gas year 2020/2021- 2022/2023
 - will not offer long term capacity from gas year 2023/2024 onwards
on the annual yearly capacity auction on 2 July, 2018.

Governmental decisions regarding capacity allocation procedure

The Government of Hungary instructed the Ministry of Interior in the Government decision no. 1230/2018 (IV.24) that Magyar Gáz Tranzit ZRt. shall perform the tasks of capacity allocation procedure regarding the Hungarian-Slovak cross-border point with its publication on 2 May 2018 and shall implement technological development as follows.European Commission in its decision - Project for Common Interest (PCI) – treats projects related to the capacity allocation procedure as high priority investment of common interest. More information available under 'About MGT\TYNDP and PCI'.
The Government of Hungary with its Government decision no. 44/2018 (III.13) declared the establishment of the natural gas transmission pipeline between Vecsés-Városföld  and its relating public authority affairs as a high priority in the scope of the national economy.

Official statement of Hungarian Gas Transit Ltd. and FGSZ Ltd. related to Baumgarten technical problems
  
Dear Partners,
 
We would like to inform you that due to the technical problems in Baumgarten, Austria, no gas can be flown at IP Mosonmagyaróvár until further notice.
 
Network users are kindly requested to reroute their Mosonmagyaróvár gas sources to alternative delivery points, such as Hungarian storage facilities or IP Beregdaróc 1400 or IP Balassagyarmat.
 
Regarding IP Balassagyarmat, Hungarian Gas Transit Ltd. shall enable the capacity booking and flow of gas to network users with valid capacity booking at IP Mosonmagyaróvár up to their booked capacity levels without additional charges. Capacity bookings above the level of the booked capacity at IP Mosonmagyaróvár shall be invoiced by Hungarian Gas Transit Ltd. In order to provide more flexibility, Hungarian Gas Ltd. and eustream a.s. shall offer unbundled capacity at IP Balassagyarmat so that network users may use the Slovak VTP or the Slovakia/Hungary border as a delivery point. Network users opting for IP Balassagyarmat shall conclude a Framework Agreement with Hungarian Gas Transit Ltd.
 
Network users are kindly requested to consult with their suppliers regarding the above suggested possibilities. Related to capacities of Slovakia please consult with eustream a.s.

Long term capacity demands on Hungarian-Slovak gas pipeline
 
Hungarian Gas Transit Ltd. hereby inform you about the results of market demand assessment for incremental capacity starting from 06.04.2017 jointly with the Slovak adjacent system operator, eustream a.s. According to the results of this assessment, it can be established that the non-binding commercial demands exceed the technical capacity of the system in HU>SK direction.
 
The 7 121 427 kWh/h firm capacity demand received in HU>SK direction for 10-15 years from the gas year commencing from 2022/23, which is more than 5,8 billion m3/year, exceed the current technical transmission capacity towards Slovakia. The non-binding commercial demands in SK>HU direction were received for 90% of the existing technical capacity (cc. 4 billion m3/year) for 10 years from 2020.
 Hungarian Gas Transit Ltd. can ensure the capacity demands in SK>HU direction to the shippers with the present technical conditions, but the commercial demands in direction HU>SK can be only ensured by realizing the development plan already submitted to the Hungarian Energy and Public Utility Regulatory Authority.
 
Our Company, jointly with eustream a.s., defines the necessary developments during the planning stage in order to realize the incremental capacity project. As part of this process our Company declares public consultation from the beginning of December, 2017 (the necessary documents will be published on our website), for which we are waiting your comments.

Gas transmission capacities  booked from North Stream to Slovakia for the next 20 years
 
According to the  latest study of REKK (Regional Centre for Energy Policy Research), the 80% of the gas transmission capacities (as the maximised long term capacity booking by the CAM NC) and future capacities, related to the North Stream development, were booked for the next 20 years on the last annual capacity auction on 6th March, 2017. Capacities, which are planned to be developed, were booked on the German Eugal pipeline, the Czech N4G and also on Lanzhot (Czech-Slovak entry-exit point) published by eustream a.s. on February 2017. The potential gas shippers, by these developments and bookings, can deliver the gas directly towards Hungary through the SK-HU Interconnector, towards Austria, Ukraine, and further through Hungary either through the SK-HU Interconnector towards Romania, Serbia, and Croatia.
The future potential of the SK-HU interconnector has further increased by these bookings.

Non-binding market demand survey on incremental capacity
  
Hereby we would like to inform you, that our Company, Hungarian Gas Transit Ltd. will launch a non-binding market demand assesment for incremental capacity for Interconnection point of Balassagyarmat Eustream SK/MGT HU starting from 06.04.2017. based on the Articles 26-28. of the Commission Regulation (EU) 2017/459.
 
The non-binding market demand assesment is required to include at least the following information according to Article 26. (8) of the Commission Regulation (EU) 2017/459:
(a) which demand for incremental capacity of Interconnection point Balassagyarmat Eustream SK/MGT HU — on one or both sides of the interconnection point — is expressed and the requested direction;
 (b) the gas year(s) for which a demand for incremental capacity is expressed;
(c) the amount of capacity demanded between the respective entry-exit systems;
(d) information on non-binding demand indications which were or will be submitted to other transmission system operators, in case such indications are linked to each other, such as demand for capacities at several related interconnection points.
You are able to indicate your expected market demand by filling in the incremental capacity survey sheet (Demand Assesment Survey).

The Hungarian Gas Transit Ltd. has received the Certificates according to the standards of  management system of ISO 9001:2015, ISO 14001:2015 and BS OHSAS 18001:2007
The Hungarian Gas Transit Ltd. established and introduced its integrated management system in the last year which involves the Quality Management System complying with the requirements of MSZ EN ISO 9001:2015, the Enviroment-focused Management System complying with the requirements of MSZ EN ISO 14001:2015 and Workplace Health Protection and Security Management System complying with the BS OHSAS 18001:2007.
The introduced integrated management system extends to the management of the natural gas transmission system acitivity, the capacity trade of natural gas transmission system, the operation, maintenance, service and development of the natural gas transmission pipeline and its additional equipments and stations.
The management system has been certified by DECRA Certification Ltd., as external party. The Certificates are available under 'About MGT/Cerficates'.

Our company received the Transmission System Operator Licence
 
We are pleased to inform you about the positive result of the certification procedure of Hungarian NRA ( Magyar Energetikai és Közmű-szabályozási Hivatal), whereas Magyar Gáz Tranzit ZRt. (hereinafter : MGT ) being authorized as Transmission System Operator Licence holder in Hungary.  According to the MEKH resolution, MGT can start its commercial operation by 1st of July 2015.

Open Season procedure announced 
 
 
Magyar Gáz Tranzit ZRt. and eustream a.s. have announced the „Assessment of Capacity Demand, Capacity Booking and Capacity Sales procedure” (Open Season) of the Hungarian-Slovak Gas Interconnector for the time period of 1st of July, 2015 – 30th of September 2016.

Hungarian and Slovakian Prime Ministers have interconnected the two countries' natural gasnetworks
 
Viktor Orbán, Prime Minister of Hungary, and Robert Fico, Prime Minister of the Repulic of Slovakia, have inaugurated the natural gas interconnection pipeline between Hungary and Slovakia, which forms an important part of the first North–South Gas Corridor in Central Europe. The establishment of the pipeline is treated by the two countries concerned and the European Union as especially important; the EU has also provided a non-refundable grant for the project, which significantly increases the security of supply in the region.

Laying of the pipeline on the Hungarian-Slovak transit gas pipeline track has begun

The construction of the Slovak-Hungarian gas pipeline is dynamically moving forward. The design phase has been completed, and based on the issued building permits, the general contractor of the Hungarian Gas Transit Ltd. has been continuously carrying out the construction work. The controlled drilling activity under the Ipeľ river which represents the border between the two countries as well as the connecting point of the two national sections has begun. The construction company will pull the pipeline under the river bed in early August, thus the Hungarian and the Slovak areas will become connected. The construction of the natural gas pipeline which is an important part of the Central and Eastern European North-South Gas Corridor is considered to be a high priority both by the two affected countries and by the European Union. For the investment which significantly increases the security of supply in the region, the EU also secures non-refundable financial support.  According to plans, the commercial operation of the pipeline is expected to start on January 1, 2015.
